Here's a little bit of "cheese" that I should have realized awhile ago. :)

My "number of fights fled from" has shot up a bit, but the end result is definitely worth it.
My Gorge is rather Flamy today ...

How do I get this skill? Shop [what level] or some side-quest?

From the shop. I don't remember the exact level, but I want to say you should have it by Shop Level 6. (I "rapid fired" my way from Shop Level 7 to 9 near the end of the main quest, and I'm pretty sure it was available at least one level before that.)

Do you know if there's a way to force it to pick certain passive skills?
Like will it enable one that's already been equipped?

Got it and managed to get Endurance Master on 2nd try. Though what I did was this:

1. Equip "Who Knows"
2. Save.
3. Get into fight and see if got extra turn.
4. If no, reload, unequip and re-equip "Who Knows" till you get extra turn.

It works for those looking to keep a low Defeat or Escapes count.

Now, just got to figure out which others were activated.

Tip to get desired skills:
Well, don't buy too many skills till you get Who Knows. Works better with characters you haven't used so far, if you choose to use them later. I plan to use it to get desired skills on Trisha, Gorodo and Zolerus in post-game. Only skill they all got is Poison Resistance.
